WASHINGTON, Feb. two—The virtually ii million men born in 1953 were assigned Selective Service lottery numbers today determining the order in which they will be subject to the military draft.

None of these men will exist drafted earlier next year. The lottery was held now, according to Dr. Curtis Due west. Tarr, Director of Selective Service, "and then that young men will exist able to make plans every bit soon as possible."

Today's drawing affects just men who are having their 19th birthday this year. Men born before 1953 were given lottery numbers in previous drawings. Those born after 1953 will be assigned numbers the year that their 19th altogether occurs, bold the random option system is continued.

Because no one volition be drafted on the basis of this lottery until next yr, it is hard to predict what a "rubber" lottery number is. Dr. Tarr and his aides refused to speculate.

The cut‐off number afterwards which men will not exist drafted will depend on two unknown factors: Whether the draft is ended in the' centre of 1973 and what the military machine's manpower needs will be that yr.

However, unless in that location is a pregnant modify in manpower requirements, men with numbers over 100 will probably not be inducted, and men with numbers below 20 probably will be.

The beginning men built-in in 1953 to be drafted will exist those whose altogether is March 6. They drew No. 1. Oddly enough, men born on March 7 were assigned No. two.

President Nixon has promised to endeavour to cease all draft calls and turn to an all‐volunteer army past the eye of 1973. If this goal is reached; the men who received lottery numbers today will exist the last to be inducted.

Even if conscription is ended, even so, the lottery system will probably exist continued in case the draft ever has to be reinstated.

The drawing today in the Commerce Department Auditorium was the fourth the Selective Service system has conducted, and the agency used the experience of past years to carry information technology out flawlessly.

Red and Bluish Capsules

Cherry-red capsules containing slips of newspaper inscribed with the 365 dates of the year were placed in a large plexiglass pulsate on ane side of the auditorium phase. Another pulsate, on the other side of the stage, was filled with bluish capsules containing the numbers i to 365.

Each time a red capsule was drawn, a blue one was picked too, and the date and the number were matched. A man's place in the draft sequence was determined by the number that was matched with his birthdate.

The capsules were picked by young men and women on Selective Service Youth Informational Committees.

Dissimilar previous drawings, there were no protests outside the auditorium and lilliputian emotion within. Tickets were required for admission to the auditorium, and the 100 or so people who watched the prciceedings were mostly newsmen and Selective Service employes.

About a dozen immature people had obtained tickets through their Representatives, and in that location was an Occasional sigh or a giggle equally their nascency clates were fatigued.

The loudest gasp came nigh three‐quarters of the way through the cartoon when No. 1 was matched with March 6. The top number, 365, was matched with July 23.

Table of Random Numbers

The numbers and dates had been placed in the capsules according to a table of random numbers provided by the National Agency of Standards. The drums were rotated for 10 minutes earlier the drawing started and for virtually a infinitesimal after every twenty capsules were fatigued.

Therefore, it was pure coincidence that two sequent dates were matched with No. 1 and No. 2.

In 1970, the first year the lottery system was in issue, 163,500 men were drafted, and the top lottery number reached was 195. Last year, 98,000 men were drafted, and the cutting‐off number was 125.

Knowledgeable officials are estimating that nearly 40,000 men will be taken this yr and that the top lottery nuthber will exist about 50.

Some military manpower experts believe that draft calls might be quite high in the early months of adjacent year. No one is being drafted in the showtime three months of this year, and few, if whatsoever, men will be taken before July because the Army has been ordered by Congress to make a sizable reduction in its number of troops by July 1.

Large Calls Possible

If typhoon calls are held down in the summer and fall before the Presidential election, these manpower specialists reason, then it might be necessary to have big calls early next twelvemonth to meet the Army's troop requirements.

Some men affected by today's lottery will be eligible for educatee deferments, and others volition not. Nether the law passed by Congress last twelvemonth, men may obtain educatee deferments but if they were fulltime college undergraduates at the finish of the 1970–71 school yr.

Men with deferments will not be drafted so long equally they agree their deferments. They will be subject to the typhoon if the lottery number they were assigned today is reached in the year they lose their deferments.

For instance, a man born on June one, 1953, was assigned No. 15 in the drawing today. If he has a deferment next twelvemonth, he will not be inducted, even if No. fifteen is reached in the calls. If he loses his deferment in 1974, he will be subject to the draft that year if No. fifteen is reached and volition non be drafted if No. fifteen is not reached.

Too, men who were assigned numbers in previous lotteries retain the same numbers and are liable to the typhoon on the basis of those numbers in the kickoff year that they are non deferred.

Under the lottery system, if a homo does non have a deferment on December. 31 of whatever year in which he is onetime enough to be drafted and if his lottery number is not reached in the sequence that yr he will be gratis from draft liability forever; unless there is a national mobilization on the scale of that in Earth War II.

Furthermore, men are not drafted later their 26th altogether.
